Top Indian Universities, Colleges Get Freedom To Collaborate With Foreign Institutions

The Centre is offering freedom for academic collaboration between Indian and foreign higher education institutions to offer Joint Degree, Dual Degree and Twinning Programs.

Foreign collaboration via the automatic route can be opted by any of the top 100 institutions in the national ranking, or the top 500 in global rankings. The objective is to push Indian educational institutions to improve quality assessment, rankings and the freedom for foreign collaboration.

Once implemented, the draft rules would help in better collaboration between Indian and foreign institutes - a demand of the Indian higher education sector for a long time.

This draft comes in the wake of the Union budget which spoke to “promote enhanced academic collaboration with foreign higher educational institutions, it is proposed to put in place a regulatory mechanism to permit dual degrees, joint degrees, twinning arrangements and other such mechanisms".

The rules allow credit recognition and transfer; dual degree programmes; joint degree programmes; as well as twining arrangements.

It further added, “To be considered under automatic mode, the collaborating higher education institutions must" be accredited by National Assessment and Accreditation Council with a minimum score of 3.01 on a scale of four 4, or it “must figure in the top 100 in University category of National Institutional Ranking Framework".
